I don't think he's lip syncing the verse, but there's no stacks in the verse either. Stacks are only on the parts where there is at least 2 people singing. Most of the time, the stacks aren't even there unless everybody is singing together.

Question. Why do southern gospel groups almost exclusively use backing tracks rather than a band? I get that for all acts that mostly tour churches, maybe a band eats into profits. But at this level, a band should certainly be feasible. I'm hearing a drum, piano, rhythm and lead guitar, a bass, and someone on the harp so nothing crazy going on here. Pretty basic country 5 piece band.
