I think its not about the hand under the ball, he takes 2 mini steps then another 2 mini steps unless they wanna call it gather steps again with that one but no he was already holding the ball after that dribble, he should not be holding ball after that dribble to take 2 steps THEN hold the ball take another 2 steps to call it a gather.
