He only had a state ID, and for Michigan, you have to renew your state ID annually. And you can't have a state ID and a driver's license in Michigan. Only one or the other. The judge explained this in the court video -- it is Mr. Harris' driving PRIVILEGES that were suspended, that's how they do it in Michigan (your state may vary). Everyone has been using the phrase "suspended license" because it is pretty unfathomable to think that someone of Mr. Harris' age has never had a driver's license ever in any state. When Mr. Harris lied on his TV interview and said his license was unsuspended (reinstated) in 2022, it was his privilege to get a license that would have been reinstated (if he weren't lying about having paid the reinstatement fee).
