The perspective is what makes it seem like that. They do have lots of "lumps" when viewed in totality, but remember that a lot of big international airport runways are kilometres long, sohaving a few little bumps down the length is stil very flat. The perspective, looking down the runway, makes them look a lot shorter than they areand thus makes the bumps look steeper.

And this includes going up and down on the runway as well. This is why Courchevel for example is such a difficult airfield for pilots to land at. Runways do even "wander", called magnetic alteration per annum. The ratio of change in per cent is given on the respective airport diagrams. That's why after a few years, the runway numbering has to be updated and new heading numbers to be painted on. That simple :).
