I am a City Manager myself (thus the username) and so this caught my interest. I found several things about this surprising. First, that he would go over and confront them and tell them they were in violation of a city ordinance, but then have to actually look up the ordinance. When he did, I was also surprised at how quickly he himself realized that the ordinance either didn't apply or was in opposition to state law, and then decided to just let them play. I've learned- and he should have to- that if you are going to confront people for a violation of a local ordinance, you need to be very familiar with that ordinance. City Managers and Police officers can usually get away with just saying "this is a violation, and you need to stop" because most people are unfamiliar with the ordinances and/or just don't want to bother arguing. But there are certainly times when you come across folks like Dovydas and his wife who challenge your statements and who are more familiar with applicable law than you are. Those situations are so embarrassing to a city manager or policeman that we usually review the ordinance before the confrontation, not during it. I can assure you this city (town) manager will be reviewing this ordinance and asking the city attorney if it conflicts with state law and otherwise brushing up on this before embarrassing himself like this again! Now, all that being said, I can't help but defend the guy a LITTLE bit. He was a little "Karen-esque" for sure, but I've seen SOOOOO much worse. He was generally pretty nice, and when he realized the ordinance wasn't as clearly prohibitive of live music as this location as he first thought, he did back down. You can say its because he had to, but I've seen plenty of cases where city managers and police offiers would never compromise or back down no matter how clearly wrong they are. I'm not a fan of this manager or what he did here, just saying he could have been much worse.

"Authorities" feel entitled to demand "permits". Is free speech permitted? Do you have permission to post on YT? In my county the city of Santa Cruz quickly changed the street artist rules and regulations after I did 12 events. What was their fear?

@@Nan-59 I was doing a form of theater. I sat on a rag rug and had custom art frames, polished rocks, hand-hammered copper cabinet pulls, etc on other rag rugs. I sat and handcrafted chopsticks. I was playing a role between homeless old man and artist. What is this man all about? In front of me was a small pink custom made round table with two blue kindergarten sized children's chairs. This was the typical set-up, but I did it slightly different each time. There were no permits required. I was not sitting on the ground on a carpet against any ordinance. They did not allow homeless people to sit directly on the street. Each time, each event, lasted no longer than the hour limit established by the city. Each of the 12 times I experienced WITH a participant a mystical experience. A few times merchants, or what I believe to be surveillance agents, witnessed these amazing events and later commented to me about what they believed they saw. I know what I experienced, and there was communication in one form or another from the willing participants. What is this old man doing? What was this artist revealing?

it's not illegal; but one problem that getting a permit resolves is when more than one "busker" wants that space or that street corner. happens often and arguments ensue. also, there is a time limit per location. the grounds manager should have had documents handy if he was going to enforce the bylaw.

Dovydas, you should have had hundreds of spectators but that community has its nose up its ass. We have 2000 people in our community and I would make sure at least half of them came to hear the magic that comes out of your soul. Your a gift from Heaven. Nice America Ultra Strat! I got the exact same one but changed out the pickups for DiMarzio single coil sized humbuckers. Best playing Strat I've ever had, the neck is amazing.

Funny thing is that everything he mentioned was soliciting when you are playing music and not soliciting. I guess if I wanted to have a picnic, I would need a permit to fix food to eat because the aroma would solicit people to enjoy. It’s always that one person that wants to ruin everything.
