He said: “He’ll unsettle the more violent inmates.” He must not know who the Joker is, to think that some of the inmates are more violent, even though the Joker is the very definition of violent. Everything the Joker does is violent, if not graphic. But still, it’s funny how this caused all of the events in the game. If Batman was allowed in, Joker probably wouldn’t have escaped to begin with. The least they could’ve done is bring more guards or something.

Just because there are inmates behind the security gates, does not mean they'll not be unsettled. This is an Insane Asylum, not a regular prison. These people might just hurt themselves trying to get to Batman or away from him. If there was a guy who beat up mentally ill people on the regular, it wouldn't be a good idea to cage those people and have that guy walk around
