Everyone arguing that it wasn't Vecna/Henry/001 controlling Billy. It was. Yes, the mind flayed got inside of him and as far as we knew in season 3. SPOILERS: but in season 4 we learn it was always Vecna/Henry/001 controlling everything. The demogorgon, the dust mind flayer, and the physical human remains mind flayer. Eleven even says something like "it was always you" and I believe it flashes back to when she touched the demogorgon for the first time in the lab and opened the first gate. The mind flayer didn't even take its form until Vecna/Henry/001 got to the upside down and shaped it like the spiders he would draw as a kid. So yes, it was Vecna/Henry/001 controlling Billy.
