Despite the balance of powers between the executive, legislative, & the judiciary, political influence is always present particularly/especially between executive & the legislative. That's one reason why there exists a political majority--so that the head leader has the upper hand in all matters executive & to a certain extent, legislative.

so, Escudero can manifest to the chairperson of this committee (2nd option in the senate rule) doing a hearing on the PDEA leak to endorse a continuation, as one of the rule options to start and endorse the go-ahead and continue in the existing proceedings, or to bring it in senate plenary session a manifestation, a function of leadership, to approve the proceedings or to be agreed first among them, or not.
