What place would Minerva have with regard to healing cults and deities? The cult of Minerva Medica comes to mind, as well as the association of Minerva with the Britonic goddess Sulis at Aquae Sulis in Britain.

Who typically funded the construction of new religious sites?

Depends on the nature of the site. Some are state- sponsored. Others are financed by private individuals.
