I am amazed you found a HW-101 with the original antenna phono plug jack. I changed that when I built mine. I see you have a non-standard knob. I have my original HW-101 that I built in the 1970s. It still works. I made a new knob out of an old HW-100 knob that I cored out and slid over a solid aluminum core I made on my lathe. Makes tuning feel nice.And it looks original. I repainted using actual Heathkit paint. I got new tuning dial. A common trick was to put colored acrylic sheet between pilot light and dial. Green, blue, red or whatever. Easy to do and looks cool. The filter switch lever is a bad design. I replaced mine with a different method years ago.

Excellent! Fun! Just to add to your general list of things that could have caused the initial low power condition... Old, tired capacitors came to mind. They can be a sneaky power thieves. Low capacitance, leaky, etc. I know that you know such... I mention it, just for the sake of those folks that are trying to think through a similar issue with their own device and people that are just learning. Cheers!

I have a HW-101 and this alignment procedure Visio will be really helpful. Hoping a SB-101 will be in the future. VA7-VEB.

You should have set for a dip in the bias instead of a maximum output of the final tubes .

That is correct, Heathkit kinda obscures that important fact in the neutralization procedure. It assumes that with a properly neutralized final, the peak power and dip in grid occur at the same point. I am guessing they simplified the instruction for a novice user.
