I recently restored an IP-32. I ran into exactly the same problem you had with the volt meter. What was odd was I had tested the resistor earlier and it was within spec. Your video pointed me in the right direction to get things sorted out. Thanks.

Nice job. I like the look of the axial electrolytic caps. I am starting on one of these myself. Somebody already replaced the silicon diodes and the selenium ones are dead in mine. I'm excited to bring this guy to live! Thanks for the video.
