Hello Tim! that cut off wire on the transformer is O.K. That wire is NOT used in this particular application so do not worry about it. The resistors between the two big electrolytics are prone to going high in ohms so check them out and replace as necessary. Check the resistors on the voltage range switch too as they do get stressed, especially the ones nearest to the front of the bottom of the switch wafer! Good Luck, this is a real good find and is the latest iteration of the line and I think the best!

Thank you for all the good information. I will take a closer look at those resistors. On the Range Switch I found two .01 Capacitors in parallel. Not sure if that was a Heathkit way of making it a .02. They look to be the paper/wax type and I don't see anything like that on the parts list. Thanks for watching.
