Only five passengers and one crew member survived the incident which was the subject of an investigation by the Air Accident Investigation Branch of the Department of Transport, and whose report was submitted to the Secretary of State for Transport in April of this year. The chopper was attempting to lift off from the above mentioned rig

Yes....the platform radio operator must give permission and delare the helideck is free.

Not if a helicopter in the vicinity has an emergency wherein parallel would occur otherwise. But the oil companies staff would have to get you going again, undoubtedly. VERY VERY VERY Expensive, lol
