Well making a bootable OS from scratch does require a lot of low level programming and technical shenanigans; it's not necessarily rocket science to make something like this, but I also certainly wouldn't recommend it as a first programming project. But if you do ever feel up to it, @DaedalusCommunity's "Making an OS" series was essentially where I started learning, then from there the OSDev Wiki contains a lot of useful information on how to do additional things. It took me about a year (on and off) of experimentation to learn how to do all the things that Caillou OS does (and of course that's with all the programming experience I had prior) Assuming you're not ready for that, my other fake OSes such as Crap OS 11 and Windows Poop Edition (2.0 and later) are just regular programs made using LÖVE, a framework for programming games in Lua. There's also Scratch, an easy and popular programming tool which a lot of fake OSes are made with, and which is a good way to start learning programming in general. You could also theoretically use PowerPoint (assuming you happen to already have it, otherwise I wouldn't recommend going out of your way to buy it), which requires no programming at all but is also quite limiting in a number of ways, but hey, it's how I started out all those years ago (Windows Poop Edition 1.0, Atch OS, Crap OS X)

It's impossible to adjust the volume of the PC speaker, but you can turn it off completely by going into the configuration menu and disabling PC speaker output
