L2 students plagiarize because they come from cultures which prize conformity and which silence people's opinions, lest they "rock the boat". Cheating is also widely tolerated in these cultures, nay , even encouraged as the most efficient way to get ahead in life.

This was an excellent and informative talk. Regarding the comment above, I would say that there are a variety of reasons for plagiarism from what I have seen. One of the biggest ones, from my experience, that I think was not directly hit on enough during this lecture is time. Students simply lack the experience to know how long writing a good essay takes, and students also tend to put off the pain/discomfort of writing (in an L2!) for as long as possible creating a situation where they have to turn something in last minute despite having not put in the time on the assignment over the course of several weeks. You could call this also a problem of planning or organizational skills, but time is a big part of the equation I think. I'm a native English speaker with extensive writing experience, but you could give me a 5 page essay assignment tomorrow and I wouldn't be able to tell you how long it would take me to get it done while meeting the criteria for a good grade. Five hours? Ten hours? Writing well takes a long time in your own native language, and writing well in an L2 takes... how much longer? Twice as long? See what I mean, the time issue is everywhere
