Eh Burrell has been shown to be slower then Rawls but I think he put it together when Carver responded with "A daughter?" because after that he refers to Cheryl as Girl which typically means girlfriend in lots of places prominently places similar to Bmore. Also douchey nerd glasses time, Burrell isn't the Commissioner in this scene Warren Frazier is whom is the white old guy.

​@@Recovery305i read this on some other comment for a Video of the same scene, so let me share that. What you probably see here are three different Generations that deal with the issue. The comissioner is the old one that activly reject that, Burell doesnt, but has no experience and because of that is akward as hell. While carver worked with these kind of police personal and is understandable disgusted what he sees. And to put my own take on that, David Simon himselfe told about his time working with police and mentioned that there were several lesbian police officers but only one openly gay male officer. As he told it one of those groups, even nearly 30 years ago, was more or less openly accepted while the other one wasnt.
