All these devices have a Battery Management System which "should" not overcharge the battery. If the battery is doing this then the BMS is broken.

Can I leave it plugged in if i set it to stop at 80%?

This has to do with quality and a bit of luck. I have a premium laptop that has its charger in now for over 10 years. The battery is at 87% capacity. This is because I hardly use it on battery power. I had a cheap hp one at work from a customer at 3 years and the battery was swollen. Its been used on battery daily. Depends on the material, quality and usage. Its far more damaging to a lithium ion battery to completely drain it than to keep it plugged in IF there is overcharge protection, which will basically keep it close to fully charged.

Same with phone. I have my phone to not go past 80 percent
