As they dug the tunnel below Boston's elevated Central Artery, an army of contractors encountered the subterranean infrastructure that powered the city - gas, thermal, electric, telephone and sewer lines. It slowed down work and drove up costs. But for six years the overall cost of the Big Dig never changed. This episode unravels the Big Dig's accounting and explores why cost overruns came to define the project.
