As they dug the tunnel below Boston's elevated Central Artery, an army of contractors encountered the subterranean infrastructure that powered the city - gas, thermal, electric, telephone and sewer lines. It slowed down work and drove up costs. But for six years the overall cost of the Big Dig never changed.
