That's an icon set up in "TellMeWhen". You can get similar effects with addons such as WeakAuras and PowerAuras. You can download my UI by following the link in the description.

I got your UI and having some issus with the Tellmewhen Addon. All i see is the green boxes it doest look like yours is. Also My Chi icons are going away after i use a spell that consumes chi. Any help?
