I don't think this is accurate since even Cana in GMG Arc is capable of releasing over 9999 magic power and that is from Season 1 FT

The power levels don't represent only Magic Power but Destructive Capacity as a whole. A PL of 9,999 could almost destroy a planet. Jura got a score of over 8,000 but there's no way he's stronger than Goku during the Saiyan arc.
