It does work but to a limit. Like think of it this way. When the iron dome is intercepting 100-200 rockets, its costs a lot of capital stop each one. So even though you are saving the human capital you are still loosing capital as a result of stopping the rockets. If Israel mounted a ground invasion of Lebanon, Israel would cease to exist as a country within a year. People forget Israel lost a war to Lebanon back in 2006, when Hezbollah was orders of magnitude weaker than it is today (and the IDF was stronger, or at least the whole region thought so). Nasrallah is lecturing caution because he knows Israel is a lunatic state with a nuclear weapon. He is trying not to throw the baby out with the bathwater.
