Luck is a nebulous aspect of life unless you look towards humanity. Their transportation is built on luck so you might be stuck in hour long traffic or get to work 5 minutes early. Games where there are .001 percent chance to get a character to make your game easier. Casinos where you might make it big or lose it all. Alcohol which if you try your luck at drinking more ends up with you somewhere random when you finally sober up. Cooking food where you hope you guessed the right time for heating up leftover soup. There are even games built apon luck even adventuring games where in real life you don't want luck. Humans even evolved to their current existence out of luck and if reports are to be believed a decent chunk of spite.

probably because humans are very destructive, we destroy life and civilizations just as much as we create and the Goddess of Luck and Chaos likely overshadows Life and civilization, humans don't always give thought to life and civilization without an outside source making us step back and ponder it, but Chaos and luck are something we engage in quite often as species in general, some almost on a daily basis and we are for the most part a chaotic species. The goddess of life and civilization also likely took a step back as Lady Luck is practically humans patron god and probably didn't want to step on toes and likely be more effective than she could be with giving her favor.
