Draws 5.5W off the wall. Low draw due to only collecting voltages out of the wall and later convert it to amps with help of the "cap dump" method described by Joel. There are 4 cap dumps running parallel each with their own blocking diode going to the cell.
The cell is a dry with 17-tube concentric series configuration and 0.5mm spacing.
