Rares will only spawn when the guards are on duty. Check with Guard Captain Raethan near the entrance to see if they need to be called back.

I see comments on Wowhead saying to queue for an Arena Skirmish. When you get out, you should be able to see the dialogue again.

Yes, all hidden appearances are still available after Legion. Any artifact knowledge requirements are now satisfied just by being at least level 110.

You don’t have to worry about Artifact Knowledge anymore. Just be level 45, which is equivalent to level 110 before the Shadowlands level squish.

Yeah, the RNG ones can be a pain. Don't give up though!

If anyone reads this. The "Containers" you get are set for each day. You can turn in as many Coins per day as you like and you'll always get the same set of containers. Good if you want a certain Transmog from a certain container. So turn in a Coin/Ticket and DON'T loot any container if the one you want isn't there. (the Keys in this case) Because(!) if you DON'T loot them they keep on switching without you having to get another ticket. Just keep going to the vault 1-2 a day and look if the Keys are up and if not, come back another time. It's the cheapest and least time consuming way of getting it. =)

so i have gone back and am currently trying to get the outlaw appearance. i have the ten infernal brimstone and both the bindings, and have also completed the entire stormheim questline, but completed it on an alliance character and recently faction changed to horde and cannot see Thrymjaris. any advice on how to fix this?

hmm The faction change may be causing a problem. Are there Stormheim quests you can still complete? That would be my first guess.

Hmm Try visiting the area when you’re already in outlaw spec. Also, if there’s a Legion invasion in the zone, that might prevent her from appearing. Other than that, I’m not sure... :( Sorry.
