You only have to shift when entering...when the whole thing is 1.5 tall, it will automatically do it.

Quick note: Do not put slabs around the enchanting table,it blocks it from counting that bookshelf so you don’t get the 30 level enchants. As well as lanterns. The table need to access the bookshelf to count it,any block will block it from doing so.
