You can find the tv/mobile info under “devices” in your analytics in advanced mode. You can find the “comment guidelines” in your settings area where I was showing upload defaults and some other things.

You should be fine. It just means for whatever reason, the video cannot be shown in all countries. This is usually due to music or other content in the video that you might have in the video. This is similar to a copyright claim, so it won't adversely effect your channel.
