Rapid attack against 4th-file Rook is not common in professional Shogi these days. So, Oblique Climinb Silver is rare, as it's one of rapid attack strategies. Static rook side prefers to play slow game with harder castles such as Left-hand Mino, Millenium, Static Rook Anaguma, etc. These castles make it easier to win the game than Boat castle does, which is weaker than Mino castle and used in rapid attack.

Thanks. Are you saying it's not proper to use past tenses in those cases? Or is it just that only the word "took" sounds strange and there's no problem in using past tenses of other verbs?

Thanks for teaching me English. But it seems the things MEEP012 and you told me are a bit different. MEEP012 says the word "took" by itself sounds strange, but you're saying it's about usage of tenses. Maybe it's because of the difference between UK and US?

But these Jousekis of rapid attacks contain the fundamental theories of Static Rook vs Ranging Rook. So it's important to understand them before learning slow game strategies.

How much is Oblique Climbing Silver used in A-class play these days? Is it a common strategy?

Well, to be a little bit more descriptive, HIDETCHI, I would say that using "took" and "moved" and "dropped" is fine in your Famous Shogi Games series, since you're actually talking about games that occurred in the past. However, when describing shogi openings, going over examples, or teaching new concepts, it is more correct in English to talk about it as if it is happening right now, or in the present. So you would typically say, "Rook takes the pawn on 6f."

I think he's saying you should say "takes" all the time, but to me, that would just be a matter of personal taste if you want to use past tense when talking about a famous game that happened in the past. The reason that present tense would also be ok is because you can be speaking the moves of the game as if they're happening while you're replaying the game right now, instead of speaking of it as if recalling the moves that the players made while they were playing. Does that make sense?
