The advertiser knows for sure the viewer saw the first 5 seconds. If I were an advertiser, I would pay more to guarantee they saw 5 seconds and actually saw the brand. Skipping doesn't hurt the algorithm in terms of views, it just makes us earn less money. We get paid more if they watch at least 30 seconds of the ad.
