Why is Sean transferring during mid-terms?

I don't know why they chose midterms for the storyline, but as a Navy brat who went to eight different schools, I can tell you that transferring during midterms is easily a possibility. School schedules and when tests are taken do not remotely match up between schools so even if he were able to choose a "convenient" time to leave the previous school, that doesn't mean it will be a good time to start at the new school.
