This requires authentic advisors who speak the truth clearly and unambiguously in the interests of the project and propose efficient solutions. No one needs yes-men - in responsible positions - in such projects. In other words, the second tier has to act responsibly. However, I am very grateful for what you have achieved and for what you are doing. It was and is something great for Rwanda.
