I think she's saying it's an "inferior" restaurant because it doesn't have a salad bar. The joke is that a lot of restaurants with salad bars in the '90s were cheaper and more casual than the place Hilda and Zelda went. Sabrina, being a teenager, doesn't care about the fancy and just wants the salad bar.
