Toga stands no chance against Carnage. Toga’s source of power (or otherwise quirk as known from mha) gives her the ability to drink the blood of another person to transform into them. But Cletus doesn’t use nor have a quirk, instead his source of power comes from the symbiote that made him just fast and strong as Venom, but even greater. With a single touch from Carnage, he can infect a person with a portion of his symbiote, controlling or torturing them at his leisure. Not to mention he can shape-shift to make weapons out of his symbiote, plus his ability to regenerate his body in an fast pace. I know that Toga can also use the abilities of the person she becomes, but her quirk only lets her do so when she really loves that person, apparently. So yes, in conclusion Toga wouldn’t even last 10 seconds against Carnage, not to mention she only has normal human strength for the most part. Carnage wins, no further debate over it.
