He was already dead before his body was placed on the road. It was not the job of the hospital staffs to determine his identity, that was supposed to be done by the forensic investigation team that took him to the mortuary. The lacked of blood indicates that he has been dead for a longtime before the body was dropped on the road. As for the question of embalming fluid replacing the blood, the medical examiner should have examining the body to get a blood sample before the embalming, because all autopsies are done before embalming of the body. You do not need a blood to determine the time of death of someone, all you need is a physical examination of the decomposition stage of the body to determine the estimated time of death. If the Doctor was looking for blood before or after autopsy to determine the time of death, it is either he or she was complicit in the cover up, or he or she didn’t know their job.

I'm baffled. How did the driver manage to hit this man if the man was "already dead" before he was ran over by a car? You said, perhaps, his blood was already drained from him before he was dumped by the kidnappers. Clearly, a man whose blood had already been drained is already a dead man and a dead man would definitely be lying on the floor before the vehicle approached him and the driver mistakenly ran him over. The driver would have possibly said anywhere in his statement that the man was already lying on the floor before his vehicle ran him over.

Based on your description it is a clear case of homicide. The question is,who killed him? Even a tipper truck can not give such an extensive injury. Let alone a saloon car with far lesser weight. The guy who said he ran over him accidentally should explain,was Salem crossing the road on his foot or was it the dead body he ran over? Missing for 29 days then turned out dead, when did he run over him? Was it on the 29th day or before the 29th day? If it's before the 29th day then how come he's just reporting the incident and how come passers by didn't stumble on the corpse all this while before the 29th day? If it was on the 29th day,how come there's no blood on the spot where the accident happened and in fact his blood is dried up? Who are the eye witnesses to the accident? Was the driver paid to take the fall for a handsome sum? After all it was an accident and he reported himself. The worse punishment he can get is probably a fine which would have been covered by the reward he might have received from the perpetrators. The should check that all his organs are there inside him.
