I’m profoundly hard of hearing and sometimes I don’t hear the siren until they are right next me. I see them in my mirrors but not until they are close enough. He very well may have just thought it was for somebody else, or felt like he needed to be at his house in order to have someone help communicate. Not only was he deaf, he was probably mute because of inability to learn how to talk. I don’t care if he made them wait. Unless it was a high speed chase and he waved a gun at them, they have no excuse.

ALL police departments should be trained to deal with those who may have disability especially, the deaf. They can't hear commands at that could be dangerous. Someone could get needlessly hurt or worse. While we're at it, an interpreter would certainly be appropriate. You’re right they never do. They run on assumptions and hunches. You don’t submit so you must be the bad guy.
