Russian and Soviet relationship with femenism is a complicated one, but culturally I think there is a predisposition for female participation, and an archetype of a strong woman that fights, commands and works on par with men _for the common good_ is an old and traditional one. It parts with the modern western idea of a strong woman that works for herself, for her individual good and happiness. Strong Russian woman saves her house, feeds her family and defends her homeland, keeps her husband on the right track or manages to survive and upbring her kids without a man. Strong woman is the one who takes the responibility for others, the one that continues to carry on regardless. She is also a teacher, a judge, an official, a doctor if we look at authoritative jobs. A "businesswoman", one that fights for herself only is a modern western-inspired concept is a novelty. Russians love a strong authoritative but caring and responisble woman, and many cultural works praise this archetype as one of the most essential. Strong woman is the backbone of the land, so to speak.
