Let's be clear, Project Pluto: AKA the Flying Crowbar was cancelled not because we couldn't, but because we shouldn't. Hopefully modern Russia will succumb to the "couldn't" reason for failing to revive the idea successfully.

Pluto worked... honestly too well. Much like orbital weapons, the big issue with a SLAM missile is that the first warning of its use is... the boom. Since the soviets never mastered orbital television cameras, they depend on their early warning radars... which would have only a dozen seconds to detect a SLAM type missile before it passes the radar boundary. This is... provocative... and would lead to soviet weapons on the front lines among other things.
