Ilham aliyev himself is an ethnic kurd, a lot of banned opposition parties generally based their agenda on the fact that ilham is not an ethnic azeri or even turkic. It's a fluid subject since nobody really knows their ethnicity beyond their grandparents and their language and territory is always dynamic.
