India is a union of kingdoms, much like China is or France is or the United Kingdom is. Linguistic states were carved out later after consolidation. But Indian kingdoms encapsulated multiple areas of the Indian subcontinent from a long long time ago. And the cultural contiguity runs across the entire subcontinent. So, no, India is not a Union of States. That would be just United States or maybe UAE. There are very few countries in the world where States were formed first and they merged into a union of states. USA is the only example that comes to mind. Maybe United States of Mexico. The European Union is really not a Sovereign Union of States, so we can ignore that. In all other places, states were later carved out for effective administration. In India, for example, Madras presidency had a lot of other current States.
