Slade The Deathstroke you're right, the new 52 Wally was introduced in 2014. TV Wally was introduced in late 2015 to early 2016

The Wally West on the Flash CW TV Show is the New 52 black skin colored Wally West, not the real. Wally West and I hope he doesn’t move to Keystone City, because he doesn’t deserve to move there.

I agree with you, the fact that Wally West was still the Flash during that Blackest Night comic book event is weird and it also makes no sense whatsoever, because Barry Allen has returned and is back to being the Flash, so Wally West doesn’t need to be the Flash anymore.
