We ran into some hackers in Sea of Thieves when we attempted to steal from them at the Fort of the Damned... what happened next was one of the funnier moments in Sea of Thieves Season 8.

I’m the first to say someone is just skilled, but lately, ran into a few where the ping shoots up, obviously not from my region, and they nail every cannon shot. But how you can tell the difference is their skill vs cheat. The last ship I encountered was auto healing! So I sailed them out

Sadly yes, however through my observations pull your cannons up or shoot white flares ( make sure the cannons are loaded in the event that the stranger you meet is a devil in disguise or is smooth brained.) More often than not this works but if they be servants or feel suss just keep your distance.
