I was in the same situation, Moses Lee and the Kowoon pilot were not the same person, that's what I missed, I completed it when I did that.

got all disguises except for one and I'm not sure which one it is so I appreciate this video a lot also want to obtain the Snipper rifle so that I'll be able to direct hit on Sierra and Robert Knokcs get them both without being seen .
