This has got to be as optimized an approach as a regular player could hope for. I had a rifle in the garage pickup so I was able to get Sniper Assassin on Master as well in one go.

After beating Miami for the First time you unlock the equipment bro Just, go around, kill the targets (it doesn't matter if they spot you or if you don't get Silent assassin) escape and you should be able to choose your equipment freely
