The mouths move in-game but yeah the cut scenes no. I suspect it just looked crap so they made the choice to do it "artistically".

Whittleton Creek is from Hitman 2. Right when Hitman 2 was being made, Hitman's developers, IO Interactive, was dropped by its parent company Square Enix. They did manage to go independent and get WB Games to publish the game, but they were still constrained for both time and budget, hence the non-animated cutscenes.
