wouldn't be surprised if it was made for GMan, given his ability to teleport or find himself in random places instantly in another way (following Freeman for example), he could find himself in this hut within a second, press the button and destroy the Citadel for whatever reason

So the designer of the Citadel was a real prankster hiding a random button in the middle of nowhere that blows up the entire building!

Probably emergency denial or a emergency auto destruct when the citadel either fell or was captured. Freeman slowed the process down enough to get everyone they could out. The combine tried to accelerate it, but it lured freeman back in with the only weapon that counter their fields and was able to manually recharge the shields for containment.
