This is good news. Home Owner's Associations have a long history of abusing power against communities throughout the United States. It is good to see the NC gov work towards holding them accountable or at least reigning in their power.

HOA should never have the ability to put a lien on anyone's house, especially for not paying dues. If they even attempt to put a lien on someone's house, those responsible need to go to jail and pay a fee.

It's about darn time government set limits on what HOAs can do. Most communities welcome some limits on what neighbors/ owners can do with a home in near vicinity of other homes...i.e. no trash or discarded building supplies left visible to others living in the same area...noise limitations after 10 - quiet hours between 10 p.m and 9 a.m - no tree cutting no mowing, no blowers leaf blowers, etc.. And the right to have the SPEC remove dogs that are left in a yard to bark. It's about consideration for neighbors. It's a good thing to be a good neighbor. However, HOAs abuse power and are frequently out-of-line; there needs to be a "happy medium" for all involved.

There should definitely be regulations on HOAs placing liens and foreclosure.

Doesn't matter if the HOAs comply. This is for legal protection of home owners.

I don't like HOAs at all. Who does? But, most folks don't understand the extreme costs that are incurred by a neighborhood. The mailboxes are probably the responsibility of the HOA. Any landscaping that isn't on a specific property must be maintained on a regular basis. The biggest problem I've seen is the HOA management company that is ABSOLUTELY not responsive to the HOA board. They rule from afar without any knowledge of the needs of the individual community. And if you try to sue them, the original contract probably says that the homeowners have to pay the legal costs of the crooked management company!!!!! This should be addressed. I'll start writing to my legislator soon!

Who weed eats around the sign in the front of the development is small potatoes. Nobody is worried about that. Did you watch the video? These homeowners are having their homes foreclosed on because they're behind on dues, or being forced to pay for expensive amenities they don't want because the HOA decided they're going to build them.

those living in a neighborhood/community need to respect the peace and quiet of others in the area. HOAs can and should enforce rules against offense noise, late partying outdoors, and expect the property of neighbors to be kept in reasonable condition. It gets complicated and those serving on HOA boards can get a bit too heavy-handed if left unchecked. Residents respecting their neighbors is the best way...but just using common sense is the start..If that doesn't work then HOA and the fines that they impose need to be a last resort to reign in inconsiderate offender whose behaviors impeach on the peace, safety, and quiet of suburban and urban areas. it just plain old feels good to be extend consideration and respect to those around you.

@01:25 - What a joke he is - feckless and ignorant. Pay your dues and you will not get locked out. He expects the rest of the community to pay his share of the expenses with no responsibility on his part. He is far from innocent.
