I add the washers as you showed but I also first reverse the neck loop relative to the harp holder. This adjusts the harp location so that it matches up to my lips better. This is an option that might help some players avoid having to reach up for the harp.

I'm tall, so my problem is the opposite, I'm usually reaching down for the harp. The Farmer racks have some adjustment for height, which helps.

Try using stainless bonded sealing washers.
