its pretty hard to make a country like ukraine in hoi4... the other country having more resources generally is just going to do alot better, unless theres lots of deep and complex events and decisions to mitigate the advantage, and that has to be really well planned out.

For instance if Ukraine survives 3 days, Russia loses 10% org, if they last 2 months Russia loses 50% org - which in turn would make it easier on Ukraine to push Russia out of their territory but Ukraine can't push into Russia as they only lose org if they aren't on core. This just gives ukraine a chance if you was preparing correctly.
