It more of a automatic thing If you have surplus resources and the ai need any of those resources they will buy it without you having to do anything Of course it a little more complicated than that But that’s pretty much how it works

You can't voluntarily, you set a trade law, this trade law set a percentage of you resources as "export" and you can't use it, ai may import from you Or if a country is at war you can lend lease fuel but you won't get anything in return
