I think that was because he was 23 years old when he won the WEC belt and 29 when he lost to McGregor in the UFC. I don’t even think he ever left his physical prime while in the UFC it’s just that the game evolved around him. He was still elite but he was no longer the P4P #1. He could beat Chito Vera, Jeremy Stephens and Rob Font, but he couldn’t beat say, a Volkanovski, a Holloway or a Petr Yan.

First of all 95 percent of the roster fights 2 weight classes or so down from their normal walk around weight. Second of all Holloway just didn’t have a good diet outside of fight camp and that’s why he fixed it and now walks around significantly slimmer.
