The washing of the feet that Jesus did was a Symbol of Humility which come from True LOVE of your fellowman. You can wash someone feet and still have hatred in your heart for them. Every year Pope Francis visits different prisons. He has visited mens and even juvenile prisons to do the same. Crimes are unimportant for the most part because regardless of these prisoners ARE first of all human AND a part of society albeit incarcerated society.
